Greenwich Property: Responsive and Cyclical Maintenance Service

The maintenance buy back scheme has been running for a number of years now, and fees and charges remain the same as previous years, this takes in to account the following factors:

  1. The needs of the property to remain legally compliant
  2. Ensuring the total scheme remains within the previous overall fee
  3. Budgetary constraints on the Maintenance Team
  4. Aligning the scheme to the 2 new Term Maintenance Contracts

Services

About the service
  • Services are bundled into two packages:
    • Mechanical & Electrical (M&E)
    • Building Fabric
  • Free technical advice continues to be provided to schools by telephone and email however there is a charge for Maintenance Team visits to site when requested by the school.  This isn’t applicable should the Maintenance Team deem this part of a disputed invoice or to check the contractor’s quality of work.
  • Where a disputed invoice is not upheld, an admin charge will be applicable.
  • Cyclical Maintenance (PPM) has been much improved from previous years and Royal Greenwich has a dedicated team who monitor all compliance elements.  To help avoid delays and/or missed deadlines, orders are raised ahead of time to ensure property compliance.  This takes the emphasis off the FM/PM who previously would have to instruct the Maintenance Team.
    We encourage all those that do buy back into our services to use it to its fullest, however we do understand that not all schools choose to use our PPM services, those that do not wish to use this function are able to opt out of the PPM service on the buy in form by ticking the “PPM opt out Mechanical” or “PPM opt out Electrical” otherwise orders will be generated automatically 
  •  A member of the Maintenance Team, via Microsoft Teams, telephone call, or site visit (whichever option is preferred) will hold a 6-monthly call/meeting with the Business manager and/or Premises Manager to review any issues that site have been experiencing. 

Maintenance team site visits

Should you require one of our maintenance team to attend and give advice on an issue there is a small hourly charge for their attendance.   This charge has been introduced to cover staff costs of making visits to site and is commensurate with general practice in this industry. The team will remain available to give advice by email and/or telephone at no charge. 

Service Packages

We have combined the buy-back services into two packages at the same overall annual cost as previous years.  The packaged services are as follows:

Mechanical and Electrical package

The following are a wide range of the services Royal Greenwich are able to offer as part of the Mechanical and Electrical package, but is not an exhaustive list: 

  • Heating and ventilation systems
    • Management of servicing of boilers, burners, heating and hot water plant, ventilation, air conditioning, pressuring units, filters, and controls operating this equipment (BMS/control panels)
    • Pumps and booster sets, including air/ground source heat pumps
    • Chillers
    • AHUs
    • CHP units
  • Electrical installations, maintenance and repairs
  • Electrical inspection and testing (EICR), lghting, power
  • Lightning protection
  • PV systems (solar)
  • Servicing of fire and intruder alarms including CCTV and access control systems
  • Checking 10% of works to ensure completion to the correct standard
  • Mechanical and electrical advice provided by telephone and email

Building Fabric Package

The following is not an exhaustive list, but shows services that are included as part of the Building Fabric package:

  • Repairs to building fabric including roof, walls, windows, ceilings, insulation, external cladding, floors and coverings
  • Water supply, sanitary fittings and elements outside the buildings such as playgrounds, safety surfaces, fence and shelters
  • Legionella assessment - management of the treatment of water systems including tanks and pump booster sets
  • Checking 10% of works to ensure they are completed to the correct standard
  • Build Fabric advice provided by telephone and email
  • LOLER & PUWER inspections

To buy in to this service, please complete the Greenwich Property buy-in form and return to invoice-queries@royalgreenwich.gov.uk. 

Mechanical and Electrical package:

  • £500 per annum one off administration fee
  • 20% management fee on all works (20% of the cost of the works)
  • Royal Greenwich maintenance staff visits, when requested by sites
    • £60 for the first hour
    • £40 for every subsequent hour per visit
  • Disputed invoice administration fee - 20% of order (waived if dispute upheld)

Building Fabric package:
